I found the wafer paper at Amazon.com. It is made from potato starch and vegetable oil, and is totally edible although not terribly tasty. It punches easily with a paper punch. I sprayed it with watered down food coloring and made a bunch of colored butterflies and flowers with pink and with mint green centers glued in with cookie icing..
JoAnns, Hobby Lobby and Michaels all carry cake decorating supplies and punches. All 3 often have 40 or 50% off coupons if you are patient enough to wait and buy one thing at a time.

I found that using a tweezers was very helpful ... I dipped the sugar balls in a puddle of icing and put them in the center of the flowers to dry.
